Overview

8(a) STARS III is a fourth-generation, multiple-award IDIQ built on the framework of 8(a) STARS II, expanding into emerging technologies and requirements outside the continental United States (OCONUS). The Office of Management and Budget has designated it a Best-in-Class contract vehicle. Its scope is centered on NAICS 541512, with coverage extending into related IT-services codes, and spans work from simple task orders to complex, services-based solutions including help-desk support, information assurance, cybersecurity, and artificial intelligence.

ScribeDoc's Position

ScribeDoc was included in the first cohort of contractors awarded 8(a) STARS III, giving agencies a pre-competed, sole-source-eligible path to ScribeDoc below the competitive threshold, and a fair-opportunity path above it.

Scope

Centered on NAICS 541512, with coverage across related IT-services codes:

Ordering

• Orders at or under the $4.5M competitive threshold may be awarded sole source; the ordering agency must have authority to compete an order at or under that threshold.
• Orders may be issued as fixed price, time and materials, labor-hour, or a hybrid of these types.
• No protests on orders under $10M, unless the order increases the GWAC's scope, period, or maximum value.
